Dec. 3 Jemal Bell, 22, of Highland Mills, was charged with aggravated unlicensed operation, a misdemeanor, and released pending a Dec. 21 court appearance. Patrico Flores-Fernandez, 22, of Middletown, was charged with aggravated unlicensed operation, a misdemeanor. He was released to appear in village court on Dec. 21.
