    Highland Mills — The following are excerpts from the newsletter that Woodbury Town Councilman James Skoufis distributes electronically each month: Government The Woodbury Town Board recently passed its Fiscal Year 2012 Budget - with a minimal increase. The town was able to stay under the two-percent tax cap recently imposed on us by Albany and did so without having to resort to any layoffs. Village Mayor Michael Queenan has advised any residents who have an issue with their water bill to contact the Water Department to conduct a review. He suggests that the bill be paid to avoid late fees and a credit will be issued if the review finds that there was a billing error. Additionally, if residents believe that their water meter is faulty, they can have it tested at their cost. If the meter is then determined to be faulty, then the village will reimburse for the cost of the testing. There will be an opening on the Parks Commission as well as the Library Board at the start of next year. If you are interested in either position, which are appointed by the town board, submit a letter of interest to Town Clerk Desiree Potvin at PO Box 1004, Highland Mills, NY 10930. The deadline to apply is 4 p.m. on Friday, Dec. 2. Letters may also be e-mailed to dpotvin@woodburyny.us or dropped off at Town Hall. FEMA has extended the deadline to apply for Hurricane Irene and Tropical Storm Lee disaster aid to Dec. 15. Call 800-621-3362 or go online to disasterassistance.gov. Calendar Sunday, Nov. 20: The Spectrum Project Foundation, which supports local children with autism, holds its fourth annual Holiday Kickoff Breakfast from 8 a.m. to 2 p.m. at the St. Patrick’s Church gymnasium, Route 32, Highland Mills. All proceeds will go to the foundation. Ticket are $20 for 2 adults and 2 children or $7 for adults, $5 for children; kids under 4 are free. For more information call 928-2920. Saturday, Dec. 3: Santa Claus is coming to Woodbury. The Central Valley United Methodist Church will host its ninth annual Breakfast with Santa from 8 to -11:30 a.m. Come visit with Santa, Mrs. Claus and the Elves and enjoy a delicious breakfast in the Fellowship Hall, located around back of the church at 12 Smith Clove Road.
