Highland Mills - The Town of Woodbury has plans to make improvements totalling $1,295,00 to Central Valley Pond. Among the improvements needed are filtering and circulation systems and lesser items such as floating ropes and diving boards. This project is limited to the swimming facility, and does not involve any other recreational resource at Central Valley Pond Park. The improvements have an estimated useful life of 15 years and would cost $1,295,000. The town has $500,000 currently available from parkland fees and plans to borrow the balance of $795,000. The town may incur this indebtedness because the obligation is for a purpose for which the town is authorized to spend money. The precise maturity of the bonds has yet to be determined. The bond resolution was passed on Feb. 2, by a unanimous vote of the five-member Woodbury Town Board. The resolution is subject to a permissive referendum, meaning the voters have the right to petition the Town to put the issue to a public vote.
