The incident began just after 4 a.m. on April 1 when a patrol officer came upon a fight in progress in the parking lot of Bourbon Street. As the crowd began to grow, Monroe Police called in additional officers from neighboring agencies to handle the situation. While breaking up the fight, a 21-year-old man from Monroe approached the officers, telling them he had been assaulted and slashed on the side of his body. He then showed officers a bloody and deep gash which was about 10 inches long, police said. Monroe Ambulance transported the young man to the Arden Hill campus of Orange Regional Medical Center in Goshen, where police said he needed 33 staples to close the wound. He also was diagnosed with a broken nose and an injured shoulder. Over the course of the next two days, police investigated the assault. On Monday, three men were arrested: • Paul Simpson, 26, of Middletown, was charged with second-degree assault and third-degree criminal possession of a weapon, both felonies. Police said Simpson is the one who slashed the victim during an altercation. • Tyrone E Phills, 23, of Washingtonville, and Anthony Mann, 24, of Chester, were both charged with second-degree assault, a felony. They are accused of assaulting the victim with punches and kicks, breaking his nose. All three were arraigned by Monroe Town Judge Morton Marshak and sent to the Orange County Jail on $10,000 cash bail. Meanwhile, the victim of the assault was subsequently arrested on a parole violation. Police said the requirements for his parole included staying out of bars, refraining from drinking and maintaining a curfew. Monroe Police also said they have informed the New York State Liquor Authority of the recent activity at the bar. According to police, 10 people have been arrested since January on charges ranging from public urination and fights in progress to felony and gang assaults.
