Police Blotters – July 22, 2022
Monroe. A state trooper was charged with sexual abuse. Other charges this week included criminal mischief, larceny, harassment and DWI.

July 14
Oswaldo Pavia, 22, of Monroe, was charged with driving with ability impaired by drugs, a misdemeanor, and released on an appearance ticket for July 20.
Michael Cowan, 36, of Monroe, was arrested on a warrant for criminal mischief, a misdemeanor. He was turned over to Ellenville police department.
July 15
I-Supreme Paige, 27, of Brooklyn, was charged with possession of a forged instrument, a felony, fifth-degree possession of stolen property and petty larceny, misdemeanors. He was released on an appearance ticket for July 20.
July 16
Robert Williams, 51, of Monroe, was charged with driving while intoxicated and with a blood-alcohol level of .08 percent or more, misdemeanors. He was released on an appearance ticket for Aug. 3.
July 18
Nicholas Deckler, 31, of Pine Bush, was charged with disorderly conduct, a violation, and released on an appearance ticket for Aug.3.
July 20
Eric Garcia Brown, 20, of Middletown, was charged with third-degree criminal mischief, a felony, and harassment, a violation. He was released on an appearance ticket for Aug. 3.

July 14
Kevin M. Salaman, 32, of Monroe, was charged with third-degree aggravated unlicensed operation and first-degree operator impaired by drugs, misdemeanors. He was released to a third party.
July 19
Richard J. Reynolds, 60, of Marlboro, was charged with driving while intoxicated and aggravated driving while intoxicated, misdemeanors, and released to a third party.
July 21
Ryan M. Burgos, 21, of Washingtonville, was charged with fourth-degree grand larceny and first-degree possession of a forged instrument, felonies. He was released on an appearance ticket.
July 23
Matthew A. Stivala, 32, of Monroe, who is employed as a New York State Trooper assigned to Troop T, was arrested and charged with first-degree criminal sex act, two counts of first-degree sexual abuse: forcible touching, felonies, and forcible touching, a misdemeanor. The charges stem from multiple incidents involving Stivala and a victim known to each other. He was arraigned and sent to Orange County Jail in lieu of $75,000 cash bail, $150,000 partially secured bond or $200,000 bond. He is scheduled to appear in the Village of Harriman Court on July 27.

July 17
Olivier Rowe, 55, of Jamaica, NY, was charged with petty larceny, a misdemeanor, and released on an appearance ticket.
