Annexation bid

    WOODBURY — Property owner Zigmund Brach and the Village of Kiryas Joel are seeking to annex properties they own in the Town and Village of Woodbury into to the Town of Monroe.

    The property is located on Spring Springs Road at the intersection of Orange County Route 44.

    They are looking to annex the Village of Kiryas Joel’s water tanks and 13 acres of residential land into the Town of Monroe.

    The three properties involved, according to Woodbury Supervisor John Burke:

    One 12.8-acre parcel and another .73-acre parcel owned by Brach with a combined assessed valuation of $143,600.

    A .43-acre parcel owned by the Village of Kiryas Joel with an assessed valuation of $68,600.

    According to the papers Brach and the village submitted to the state, the annexation will :

    Result in savings for the Village of Kiryas Joel’s water system.

    Help improve the services provided in the Village and Town of Monroe as well as Town and Village of Woodbury.

    Will comply with existing or other land use restrictions.

    A State Environmental Quality Review declaration has determined the annexation will not have a significant effect on the environment.

    “The project will not generate any new vehicular traffic and will not be a burden on the village or area traffic system,” reads the environmental quality statement from the Kiryas Joel Village Board, which is the lead agency.

    The request also says there is no construction currently proposed or any adverse visual impacts anticipated.

    The request also says the proposal is in the overall public interest and that Monroe will derive substantial benefits if the annexation is approved.

    “Since no current development is proposed, there are no identifiable significant adverse impacts on air quality, noise, wild life, including threatened or endangered species,” reads the short environmental assessment from filed by the Village of Kiryas Joel. “The project is in accord with good land use planning and will terminate litigation brought by the Village of Woodbury to compel a subdivision when no such action is required or contemplated.”

    Essential information The public will have the opportunity to address the proposal at a public hearing Thursday, July 5, at 7:30 p.m.

    It will be held at the I.B.E.W. Hall, Route 17 in Harriman, in order to accommodate residents from Woodbury and Monroe.
