July 22 • Arnaldo Pabon, 24, of Gurney Avenue, Haverstraw, was charged with third-degree aggravated unlicensed operation, a misdemeanor. He was released to appear in Village Court on Aug. 17. Monroe Police July 18 • An 18-year-old Monroe male was charged with fourth-degree criminal possession of stolen property, a felony, and numerous vehicle and traffic violations. He was turned over to Town of Woodbury Police. July 19 • David A. Conklin, 35, of North Main Street, Monroe, was charged with third-degree assault, a misdemeanor. He was remanded to Orange County Jail in lieu of $500 bail pending an Aug. 2 court appearance. July 22 • Mark Riccio, of Quaker Street, Wallkill, was charged with disorderly conduct and second-degree harassment, violations. He was released pending a future court appearance.
