Goshen — James P. Burpoe has been appointed the first commissioner of the new Orange County Department of General Services. This new department encompasses the former purchasing department and centralizes three divisions: procurement and government operations, contract compliance and policy, and grants. The department coordinates the purchase of all commodities used by county departments, prepares specifications for public bids and request for proposals (RFPs), maintains the inventory of fixed assets, performs vendor coding, and operates the central store. Previously, Burpoe was the county’s director of purchasing. An Army veteran, Burpoe’s professional background includes experience as a small business owner, not-for-profit operations and law enforcement. Burpoe was confirmed at the legislature’s last full meeting.
