Former teacher charged with sexual misconduct

A former Monroe-Woodbury High School substitute teacher has been arrested on sexual misconduct charges involving a minor.

Joshua R. DeCoteau, 25, of Highland Mills, was charged with forcible touching, a misdemeanor, and six counts of endangering the welfare of a child, acting in a manner injure a child less than 17, also a misdemeanor, on June 20, 2025.

The investigation began in April 2025 after a report of sexual abuse was referred to the State Police by the Blooming Grove Police Department.

DeCoteau is accused of forcibly touching the intimate parts of a minor and endangering the welfare of two minors. According to the State Police, he also previously attended The Journey Church in Harriman where he interacted with both victims.

DeCoteau was processed at the State Police barracks in Monroe and arraigned in City of Middletown Court. He was remanded to the Orange County Jail in lieu of bail.

He is scheduled to appear in Village of Harriman Court on July 16 and in Village of Monroe Court on August 5.
