Kristen S. Finkle, 36, of Matamoras, Pa., Joseph C. Hoehmann, 35, of Monroe, and Robert J. Garreau, 36, of Port Jervis, were charged with multiple counts of seventh-degree criminal possession of a controlled substance and possession of a hypodermic instrument, misdemeanors. Hoehmann was also charged with driving with ability impaired by drugs, a felony, because of a previous conviction. They were released on appearance tickets.

Nelson Lopez-Suchtie, 38, of West Nyack, was charged with driving while intoxicated and with a blood-alcohol level of .08 percent or more, misdemeanors. He was released on an appearance ticket.
March 12
Alexander Zayas, 21, of Monroe, was charged with petty larceny, a misdemeanor, and released on an appearance ticket.
Joshua C. Gilmore, 39, and Nichole M. Elis, 35, both of Middletown, were charged with eight counts of seventh-degree criminal possession of a controlled substance, criminal use of drug paraphernalia, misdemeanors, third-degree criminal possession of a controlled substance and criminal possession of a controlled substance (narcotic), felonies. They were released on an appearance ticket.

Sarah J. Tortino, 34, Charlene A. Crockwell, 52, both of Queensbury, and Terrell Carter, 40, of New York City, were charged with criminal possession of a controlled substance in the second and third degree, felonies, and seventh degree, a misdemeanor. They were sent to Orange County Jail.
