    Velendez Phillip, 31, of the Bronx, was charged with second-degree criminal contempt, a misdemeanor, and unlawful possession of marijuana, a violation. He was issued an appearance ticket for Feb. 5.

    Rachel Baier, 49, of Monroe, was charged with driving while intoxicated and with a blood-alcohol level of .08 percent or more, misdemeanors. She was released on an appearance ticket for Jan. 29.

    Hector Lopez, 49, of Monroe, was arrested on a warrant for third-degree aggravated unlicensed operation, a misdemeanor, and released on an appearance ticket for Jan. 15.

    Paul Torres-Marquez, 20, of Highland Mills was arrested on two warrants for seventh-degree criminal possession of a controlled substance, resisting arrest, second-degree obstructing governmental administration, misdemeanors, and an open-container violation. He was released on an appearance ticket for Jan. 15.

    Samuel Bernades, 43, of Rosenberg, Texas, was charged with second-degree aggravated unlicensed operation, a misdemeanor, and released on an appearance ticket for Feb. 5.
